Downtown Portsmouth Hotel The transformation has begun. Construction workers have started laying the foundation on the residential section of the $30 million Hilton Garden Inn project at the corner of High and Hanover streets. Steel beams will be placed in the next few months, and in less than a year, 21 luxury condominiums of Harbour Hill will be ready for vacancy. By late spring 2006, the lead developer of the project said, the 131-room Hilton Garden Inn will be open and the dynamics of the city’s downtown district will be altered with, in dollar terms, the biggest new construction project in the city’s history.

Payment on entry to the facility will reduce delays for people leaving the Holiday Parade and the numerous downtown events held that day.
